A Special Meeting of the Board of Directors held on July 12, 2023 immediately following a very productive conference with the Roads Committee. As a result of the discussion and recommendations, to Board of Directors has approved two specific projects and also provided specific guidance to the Roads Committee for projects they would like researched and proposed.
MOTION: Motion to approve road repairs pursuant to a modified recommendation by the Roads Committee:
- Part I: Spruce Creek Court
- Scope of work area: to include the section of Spruce Creek Court extending from the intersection with Geyser Creek Connector to the second culvert under the road heading away from that intersection.
- Description of work: to re-grade in such a way as to alter the road surface slope to slope towards the ditch on the south side of the road. Also to excavate the existing ditch so as to increase its depth and effectiveness and haul the debris to a suitable location.
- Approved Budget: up to $3,600
- Part II: Hart Trail & Lower Hart Trail
- Scope of work area: to include Hart Trail from the intersection with Soda Springs Drive to the intersection with Hart Court and from the start of Lower Hart Trail to 92 Lower Hart Trail.
- Description of work: grading of road surface to smooth it out, specifically with regard to potholes and washouts.
- Approved Budget: up to $500
- Expiration: Budget approval is valid through October 31, 2023.

MOTION: Motion to approve a budget for the purchase of a culvert pipe for installation on Hart Court as recommended by the Roads Committee in conjunction with an offer by Mark Bowers of 14 Hart Ct.
- Scope of work area: road in front of 14 Hart Court
- Description of work: installation of a culvert pipe to aid in routing of water runoff to avoid further erosion of Hart Ct
- Approved budget:
- Labor: $0 - donation by owner of 14 Hart Court
- Material: up to $750 for one culvert of appropriate size and length

ROADS COMMITTEE GUIDANCE
By consensus, the Board is providing the following guidance to the Roads Committee for research and proposals to be provided to the Board of Directors:
- Research and develop a proposal for the long-term repair of Hart Trail from the intersection with Soda Springs Drive to the intersection with Lower Hart Trail, then from that intersection to 92 Lower Hart Trail--especially with regard to water drainage.
- Research and develop a prioritized list of minor repairs and cost estimates needed throughout the subdivision on roads for which the ULWSA is responsible.
- Investigate and develop a complete list of repairs needed for Soda Springs Drive and Geyser Creek Connector for presentation to the County Commission. Special emphasis for inclusion of culvert recommendations, re-ditching, and water drainage management.
