Howdy neighbors!
First and foremost, I thank you for your ongoing support during my first and second terms as President of the Upper Little Warm Springs Association. While challenging at times, it has been a pleasure and a privilege to serve alongside Larry Wilke, Pete Tattersall, Mark Bowers, and Dana Griffis. While I was disappointed that Dana and her family moved out of state, I was happy to welcome Matt Neuerburg to the Board to fulfill the remainder of Dana's term. As a Board, we have discharged the duties and responsibilities delegated to us by the Covenants fairly and even-handedly throughout the year.
I am very proud of the team effort and work accomplished during my two years on the Board. Most significantly, I am proud that...
- We opened all Regular Meetings of the Board to in-person and remote attendance by any owner--which was expanded further to include Special Meetings of the Board as a result of the 2023 Bylaws.
- We established guaranteed opportunities for owners to address the Board during open meetings and to ask questions to clarify anything that happens during a session--which were codified into the 2023 Bylaws.
- We developed and implemented a sound investment plan which is netting the Association far more income/funds than before.
- We created a viable and active Roads Committee and have seen improvements to road maintenance. After many years of neglect, the Board passed a pretty comprehensive repair plan and I, for one, am definitely happy that my axles are no longer at risk when driving on Hart Trail! There is more to do, but we’re off to a great start!
- We created a very successful Social Committee that has definitely enhanced the sense of community for those inclined to participate in neighborhood events—and which has been a financial net gain to the Association. Instead of being optional, the Social Committee was codified into the 2023 Bylaws and I definitely look forward to ongoing events and opportunities to spend time getting to know ever more neighbors!
- We handled ACC applications promptly and in full accordance with the Covenants. In the 2023 Bylaws, we added clarity to how ACC applications are handled and reviewed--and provided for a new appeal method so that owners can involve the rest of the community in their application and make sure that ACC decisions reflect the values of all owners, not just the ACC.
- We successfully satisfied all legal matters leftover from before my election to the Board without the need for further legal fees--and we obtained Covenants compliance in several cases by simply engaging with the owners and never needed to initiate any legal proceedings. The 2023 Bylaws now provide for mandatory mediation in disputes between the Association and an owner--before a matter escalates to Court.
- We successfully defended the Association from a lawsuit filed by an owner that the Association’s Counsel made the case to call the lawsuit “frivolous” in his Brief in Support of Motion to Dismiss. I am proud of the Board's decision to stand strong in the face of illegitimate allegations!
- Although I am fully aware and sympathetic to the dissatisfaction of some owners with regard to the new Bylaws adopted by the Board, I am still proud of the progress made as a result. As with any collaboration, the end result is not perfect--but it was definitely a step in the right direction: Returning power to owners, providing for extensive transparency, providing for alternative dispute resolution methods, and giving voice to the values of community and volunteerism.
Unfortunately, Pete Tattersall is not running for re-election this year. If he were, I would be supporting his re-election because I believe that he has done an excellent job as our Treasurer for the past two years and has served with distinction as the Association’s President and other roles in many of the years past. A huge thank you to Susan for sharing Pete with our community so that he could heed the call of service to our neighborhood. As a veteran, Pete more than understands the call to serve. Thank you, Pete!
Meanwhile, we have quite a list of neighbors who have stepped forward to declare their candidacy. I applaud every one of the candidates for their desire to serve and look forward to introducing all of them at the Annual Meeting so as to assure that every candidate has an the opportunity to address the attendees of our Annual Meeting of the Members for equal time.
Of course, with seven candidates running, only three can win the election as Director. I ask you to support and vote for:

Larry and I have pledged to continue to serve you and do our best to ensure that the Association strictly adheres to the duties and responsibilities assigned to it by the Covenants. I know Nancy to be a person of superb character and integrity—who I believe has a wealth of experience and wisdom from which the Board and the members of the Association will benefit.
All three of us believe in the Wyoming State Code (a/k/a Code of the West) and value the character of our subdivision and do not want to see that change. In other words, we like our neighborhood as it is and have absolutely no interest in those who want to see the “Jacksonification” of our wonderful town.
Of late, some people have ridiculed my preference for western wear and turns of phrase learned from Roy Rogers when I was a child. They are certainly entitled to their opinion, but I dress as I do to honor the values of those who went before us. I see things like cowboy hats and boots as symbols of fierce American individualism. I'm certainly no cowboy (and never make any claims to be), but I have a profound respect for those who pioneered and tamed the wild west. But, more specifically, cowboy hats and boots are *practical* in my daily life. I cannot imagine walking through our horse paddock in flip-flops, loafers, or sneakers!
I recently deepened my dedication to serving our community by gaining an appointment to the Wyoming Office of Homeland Security’s RACES team (Radio Amateur Civil Emergency Service) and am working towards ARES certification (Amateur Radio Emergency Service) so that I am qualified and able to aid in emergency radio communications. Currently, I am also working toward being certified by the FAA as a Remote Pilot so that I can fly drones during emergency situations to aid personnel on the ground. I was also quite humbled to be recently chosen to join the Executive Board of the Wind River Valley Arts Guild and I look forward to adding my efforts to their work to promote art, artists, and access to cultural events.
I also need to take a moment to… “Thank you, neighbors, for offering excellent advice and greatly appreciated assistance with our two horses, Nuggle and Boone!” We are really looking forward to getting our new barn built (already approved by the ACC) to replace the remnants of the one I started building that was largely destroyed by a wind storm.
Klaus and I moved here to be here and to leave there behind. We plan to live here for the rest of our lives. I believe that Larry, Nancy, and I are the best choices to preserve and protect the character of our neighborhood—and I ask for the privilege and honor of your support and vote.
